Tier 3 Static Website:

Static websites are the most basic level of web development. Tier 2 - Database Back-End:

Database driven sites are usually mistaken for Content Management Systems. While they enable users to manage certain content on the site, it usually involves only parts of the website which change frequently such as press releases or product's for an e-store.

In this example the IT Developer is still responsible for deploying static content as well as deploying programming changes for the site. This type of site is very cost effective, as long as static changes do not happen very often.
